October is just around the corner and soon enough Bacolod City known for its moniker as the City of Smiles is set to celebrate the happiest festival in the Philippines.
Each year thousands including Photographers and costume designers drove to the city to experience a once in a lifetime event.
Scores of activities and events are lined up headed by the various groups like jeepney drivers, market vendors, government employees as well as private companies.
Traditionally Masskara is held on a weekend neates October 19 the Charter Day of the city. Until a local ordinance was passed setting the date of the festival to every 4th weekend of October. The ordinance would hopefully set the fixed date of the festival.

Choreographers and costume designers will have a workshop on August 29-30. Rama Mercaida will hold the basic pangalay workshop
